What the shrug is made of
The face is ツ (U+30C4 KATAKANA LETTER TU), a Japanese katakana letter that looks like a smiling face. The raised hands are macrons (¯ (U+00AF MACRON)), the arms are a backslash and a slash, and the underscores are the forearms.
When the left arm disappears
